The Unreal wiki is a good place to start

Dial up… *shudder*
Aye download it in college or somewhere and stick it on a disc/pen drive would be your best bet. I’ve done simple things with UnrealScript mostly just putting in my own weapon models messing with effects. I think it was some of the wiki tutorials I followed its been a while….
You could also take a look at 3Dbuzz.com VTMs on UScript, cheesy American narative but can help with the basics. Though again download it in college….
Let us know how you get on.

Just finished battling with it for the last year and a half. PM me with an idea of what kind of things you want to do. Bear in mind that UT 2007 is imminent (Unreal 3 engine) and that might be a big change for modders, there are certainly big differences between modding UT1 and UT2.

Still in very early stages!! Need to make a map of the college campus but some of it is already done from previous years and have to see what needs doing and well to get a game plan together!!
