Inactivehello, I was just wondering what most of you 3D and 2D designers used when creating a new animation or designs. I am new to designing softwares but i have little experience in video editing and I would like to get more into animation and plan designs.
I would like to know what some the best software’s for animation and designs to use and what good free softwares is there??-mcnabola-

I’m no law/licensing expert, but I guess the line you’re referring to falls under "6. Government End Users", thus it refers only to end users who are part of government agencies?

InactiveTo be honest you shouldn’t be going anywhere near a sculpting package – its purely for artists.
Use Max,Maya or Blender for general 3D stuff.
