As a project founder, game designer and artist, I have all the graphics, locations, GUI, characters and monsters with all required animations.
Program code needs to be made from scratch.

Our team (me and a programmer) broke year ago. Now I work on other projects as a freelancer.
I sell the content because I can’t proceed the development alone. I’ve done all the graphics myself and I have all source files in 3D. -

It does resemble Commandos a bit, yes. Don’t know Fallout that well.
