are there research postgrads available in games development in Ireland?

Yes, there are quite a few. Check the jobs section for one recent such example.

yep they come up from time to time. As with most research postgrads though they are usually tied into the expertise of a particular lecturer or research project so it is worth getting to know who in each university is specialising in what. If you let us know what area in particular you are interested in I am sure someone here could direct you to an individual or department.
