So there should be a group that defines what is ‘quality’ and what is ‘crap’?
Its fundamentally wrong to have one person or group of people decide what is ‘good’ or ‘bad’ as it will always be subjective.
It might be ok to have a standards body which defines in advance the qualities that are required to achive a certain rating, but again, games are such subjective things that even this would seem questionable.
